With the exception of Quebec and Nunavut, almost all Canadian provinces and territories have Provincial Nominee Programs (PNPs), which are used by each region to nominate immigrants who are interested in living in that region. There are currently over 80 country-wide PNP streams available for prospective Canadian immigrants. PNPs are a popular option because they can be the easiest pathway to Canadian permanent residence. All decisions regarding Canadian permanent residence must be approved at the national level by the federal government, so Canada’s provinces cannot approve permanent resident status on their own. This is why the provincial programs are considered “nominee” programs. The first step in a two-part process is always to immigrate to Canada via a PNP. An interested immigrant must first receive provincial approval before submitting an application to the federal level. Many streams have unique and varying fees, application criteria/requirements — including whether the PNP stream requires candidates to have an existing job offer — and steps involved with the application process. These streams provide different immigration pathways for several groups such as Skilled Worker, Business Immigration, International Graduate etc.
